Purpose
The engagement plan for the Papua Tengah government: who, when, with what document, through which budget door. The APBD is a customer channel, not a funder (v4.1 doctrine); this file is the sales motion.

- The clock (verified 2026-07-05): Musrenbang Otsus + RKPD 2027 closed 30 April 2026; open doors are KUA-PPAS 2027 (July-August, Papua Tengah historically runs about 2 months late), RAP Otsus via SIPPP/Bapperida (August-October), RKA-SKPD defense (October-November)
- Sponsor strategy: Diskominfo and Bapperida as OPD sponsors; hook their SADAR app and the Governor's "berbasis data dan hasil" language; the BPPKAD data-foundations complaint as the opening
- Procurement vehicle: e-katalog listing (mandatory e-purchasing, no value cap) fits the Rp 500 jt - 2 M pilot without tender; hibah and swakelola closed to a PT
- The July package: concept note + surat pengantar + demo links + 2-pager; the August package: Nabire meeting, PPAS inclusion, no-budget MoU pilot offer
