Time-critical (July 2026, updated with feasibility scout 2026-07-05)

0a. Legalitas sprint (July): NIB with KBLI 62010/62015/62090 confirmed on PT ADK's OSS profile, LPSE/SIKaP registration, letterhead + company profile PDF. New-company track record is NOT a legal blocker (under-3-years exemption verified); KSWP exempts entities not yet obligated to file SPT. 0b. Audiensi request via sekpri (July-August): facilitation and scheduling only, the clean line is "relasi berhenti di pintu ruang rapat". Target: Diskominfo + Bapperida, live demo in Nabire in August. Twin ask: fungsi "digitalisasi titik layanan" into Diskominfo PPAS 2027 (Smart Province sub-kegiatan + RAP Otsus via SIPPP) and a PKS pilot tanpa anggaran (Permendagri 22/2020). 0c. Self-funded pilot decision (Sep-Dec): 1-2 nodes at own cost is the qualification path for RKA 2027. Interacts with the zero-spend constraint: needs a funding source (RIIM? Indigo? savings?) or a software-only pilot variant. Yose call. 0d. Katalog lokal etalase ask: Papua Tengah katalog lokal exists (14 etalase) but likely no IT/services etalase; ask Biro PBJ to open one, or route via katalog nasional v6.

3a. RIIM campus partner by mid-July: BRIN RIIM Kompetisi Batch 2 closes 31 July 2026 and needs a research partner (Uncen network?). Decide go/no-go this week. 3b. Phone-verify KUA-PPAS 2027 status with a Bapperida or DPRD Papua Tengah contact before we send anything (province historically runs about 2 months late; the window may still be open). 3c. Review + sign the Nabire package (drafted, waiting on you): surat audiensi (2 varian), concept note v0.2, ringkasan eksekutif 2 hal (proposal/01), profil perusahaan (proposal/drafts/2026-07_profil-perusahaan.md, fill the [placeholder] legal fields from your documents), GAMBAR pack (proposal/gambar/index.html, open in browser, print to PDF landscape). Then letterhead + signature. 3d. Nabire trip decision: August window for the in-person meeting.

Relationships and doors (July-August, APBD window)

  1. Nabire contacts: which doors can you personally open, and when: Bapperida Papua Tengah, Diskominfo, Setda, MRP, DPMK. Full ask list in research/2026-07-05_apbd-otsus-window.md ("Yang butuh tangan Yose" section).
  2. Legal counsel candidate for CARE threshold-signing review and wali-data vehicle (Uncen hukum adat network?). Needed before care/02 spec finalizes.
  3. Dewan/community anchors: first Mee council conversation about ruang komunitas governance and consent tiers (who would sit on the first dewan kustodian?).

Materials

  1. Official template samples: one anonymized surat domisili + SKTM from a Papua Tengah kelurahan or kampung, for pixel-faithful aksara-cli templates.
  2. Ruang Mee seeding list: ~10 committed early posters, 1-2 moderator candidates you trust.
  3. Voice samples decision: whether to start Common Voice Mee initiation now (needs a native-speaker sponsor group).

Memori Aksara / company brain (new 2026-07-10)

  1. Five memory decisions queued in research/2026-07-10_memory-brain-landscape.md (needs-from-Yose section). First and biggest: ratify the proposed D17 refinement (markdown files = source of truth, SQLite demoted to rebuildable index). Also: .aksara naming, decoupled-standard vs category-in-aksara-cli (research verdict: decouple; aksara-cli stays the only consent-gated writer). Lane B blessed 2026-07-10; full D20 bundle in specs/memori-aksara/01_arsitektur.md §7, all evidence now in.

  2. Five-minute phone probe: push a short Indonesian voice clip through the MOSS-Transcribe-Diarize demo Space (https://huggingface.co/spaces/OpenMOSS-Team/MOSS-transcribe-diarize) and see if it emits usable Indonesian. Settles the UNVERIFIED language question at zero cost; result decides whether the fine-tune play (voice report §A) moves up the roadmap.

Accounts and keys (LAST, when builds need them)

9b. Optional hardening of the live docs site: it is PUBLIC-for-now by your call (2026-07-10, "just for me to read easily on the go"), with X-Robots-Tag: noindex so search engines skip it. When ready: put Cloudflare Access in front (Zero Trust dashboard, an Access application over abstraksi.pages.dev, policy = your email, free under 50 users) or take it down (wrangler pages project delete abstraksi).

  1. Oracle Cloud free-tier account (VM wave).
  2. Telegram bot token, then WhatsApp Business number (channel wave).
  3. Domain decision for the public ETNOS instance.
  4. piefed.social 2-secret blocker (per honai-metro memory) when we self-host or deepen the borrowed-backend integration.

Delivered / resolved

  • 2026-07-10: HUB DOCS SITE IS LIVE at abstraksi.pages.dev — Yose added the 2 CF secrets, deploy green, homepage + deep routes + llms.txt + blueprint verified 200. Public-for-now (his call), noindex'd; hardening options moved to 9b.
  • 2026-07-05: ETNOS ALPHA IS LIVE at etnos.pages.dev — Yose added the 2 CF secrets, deploy run green, / and /agen verified. The 2-secret blocker (formerly item 13-adjacent) is CLOSED; deploys are now push-to-main.
  • 2026-07-05: D01-D16 ALL SETTLED (Yose yes-to-all + license/naming call). Specs are unblocked.
