Resilience mesh mode
Status: STUB (2026-07-05). New spec from 00_FRAMING §4.5. Lifts from: Meshtastic reference (v4.1 Lampiran F), CRDT queue design (v4.1 §20).
Purpose
Disaster/outage mode: when connectivity dies, nodes form a LoRa mesh carrying priority traffic on the same delay-tolerant queue. The government notice board that becomes a lifeline. Opens the BNPB budget line; nearly free to specify because every component already exists in the design.
Outline
- Trigger and mode switch: connectivity loss detection, manual activation, panel state
- Mesh profile: Meshtastic-compatible or custom LoRa profile, message classes (emergency first), bandwidth budget honesty (LoRa carries text, not documents)
- Queue integration: same CRDT store, priority lanes, resumption on reconnect
- Emergency message format: signed, location-tagged, PII rules relaxed-with-audit or not at all (decide with counsel)
- Coverage modeling for Papua terrain (honest ranges, relay placement guidance)
- Drill protocol: institutions rehearse mesh mode (frozen-intent exit-drill doctrine applied)
Open questions
- Regulatory: LoRa duty-cycle and frequency rules in Indonesia (920-923 MHz), permits needed?
- Is BNPB a Fase 2 conversation or does it strengthen the 2027 APBD pitch now?
